Scope

New Verify installations guide, grouped under CLI/reference navigation.
Document Setup.exe verify --target <absolute-path> [--json], output fields, missing/modified/unsafe/unreadable issue kinds, read-only behavior and exit status.
Update CLI, troubleshooting, security and roadmap, distinguishing local receipt integrity from publisher signatures.

Dependency

Do not merge until private BSIS core PR #17 has passed Windows/Linux CI and merged. BSIS.dev stays public, core source stays private. Only implemented features are documented; no stable public API claim.
