Developer guide

Add a dedicated Package preflight guide for the new bsis plan --config <path> [--json] command.
Document deterministic source expansion, SHA-256 hashing, Windows path/name collision checks and file/directory conflicts.
Explain the JSON report fields and that planning is read-only, not a build cache, snapshot guarantee, or publisher signature.
Add navigation and link the guide from Configuration, Packaging and CLI reference.

Dependency

Do not merge until private BSIS core PR #18 passes Linux + Windows CI and merges. BSIS core remains private. Coordinate with docs PR #25; both update distinct sections of the CLI and navigation.
